These evolutions include sophisticated “mule as a service” models where specialized groups recruit, verify, and manage mules across multiple jurisdictions, then sell these services to other criminal enterprises .

Cybercriminals are weaponizing AI, automation, and social engineering to scale money mule operations . The fraud landscape has fundamentally shifted with the adoption of generative AI, allowing fraudsters to generate convincing fake websites and write persuasive messages . They also use bots to identify and engage potential mules automatically . A particularly troubling trend involves romance and investment fraud scams that cultivate long-term relationships to exploit victims as money mules .

The scale is staggering: elderly victims alone lose approximately $80 billion annually, while romance scams account for $3.8 billion in losses . Once criminals secure the funds, money mules act as human routers, moving stolen money through real customer accounts to erase its origin . This activity enables scale, speed, and anonymity across jurisdictions .

Money mule networks recruit participants through a variety of means, including social media, employment and dating websites, email spam, classified ads and dark web forums . Facilitators of these networks may send an unsolicited email or social media message that promises easy money with little to no effort . They may pose as a prospective employer who requires a job candidate to open a bank account to receive and transfer company funds as a condition of employment .

Money mules help criminals move money from fraud and other crimes . This is a serious problem that needs stopping, as identified by the UK’s Economic Crime Plan (2023-2026) and the Fraud Strategy 2023 . Engaging in money muling activities is a crime that can lead to up to 14 years in prison, closure of bank accounts, and difficulty getting loans .

Money mules are categorized into three types: complicit, recruited, and exploited . Complicit mules purposefully open bank accounts to facilitate fraudulent transactions, fully aware that their actions are illegal . Recruited mules are holders of existing bank accounts who are persuaded or coerced into participating in mule activity with at least partial understanding of the illegality . Exploited mules unknowingly become embroiled in money laundering activity through account takeover fraud, coercion, or social engineering .

Criminals recruit money mules to help launder proceeds derived from online scams and frauds or crimes like human trafficking and drug trafficking . Money mules add layers of distance between crime victims and criminals, which makes it harder for law enforcement to accurately trace money trails . Participating in a money laundering conspiracy can lead to charges for mail fraud, wire fraud, bank fraud, money laundering, and aggravated identity theft .
