White House Unveils National AI Strategic Plan

The White House has released "America's AI Action Plan," a strategy aimed at securing U.S. global dominance in artificial intelligence. The plan is built on three core pillars: accelerating innovation, building American AI infrastructure, and leading in international diplomacy and security.

The White House has unveiled a comprehensive national strategy for artificial intelligence, titled “Winning the AI Race: America's AI Action Plan.” This strategy, outlined in a 28-page document, sets out the priorities for the U.S. to achieve “global dominance” in the field.

The plan is built on three core pillars: accelerating innovation, building American AI infrastructure, and leading in international AI diplomacy and security. It includes over 90 federal policy actions designed to strengthen America's position as the global leader in AI development.

To accelerate innovation, the administration plans to cut “bureaucratic red tape” and remove onerous regulations that hinder AI development. The plan encourages the development of open-source and open-weight AI models, making them freely available for anyone to modify. Furthermore, federal procurement guidelines will be updated to ensure the government only contracts with large language model developers who ensure their systems are objective and free from top-down ideological bias.

The second pillar focuses on building infrastructure. The action plan calls for the expedited construction of large-scale data centers and semiconductor fabs. Recognizing the immense energy consumption of AI, the strategy emphasizes the need to bolster the U.S. energy grid to meet the rising demand.

On the international front, the plan aims to export American AI technologies to friends and allies. The Commerce and State Departments will partner with industry to deliver secure AI export packages, including hardware, models, software, and standards. Additionally, the plan calls for the Commerce Department to investigate Chinese AI models to determine if they align with the rhetoric of the Chinese Communist Party.

The strategy also includes the establishment of regulatory sandboxes, where AI can be tested in real-world scenarios with heavy oversight. This approach aims to foster a “try-first” culture for AI in critical sectors like healthcare.
